State Leads Larry Hinzman University of Alaska Fairbanks Larry Hinzman is Vice Chancellor of Research at the University of Alaska Fairbanks. Dr. Hinzman is also a member of the Polar Research Board, the U.S. Representative to the International Permafrost Association, and co-chair of the NSF-funded Arctic CHAMP (Community-wide Hydrologic Analysis and Monitoring Program) program.
